Terrorism (Protection of Premises) Act 2025
Martyn’s Law Review Tool
The Terrorism (Protection of Premises) Act 2025 (Martyn’s Law) has received Royal Assent. Further government guidance is expected in early 2027 to provide additional detail on how duties may be implemented in practice. The regulator for this legislation is the Security Industry Authority (SIA).
If your premises can accommodate 200 or more people at one time (including staff), the legislation may apply depending on the nature and use of the premises or event.
The Team 9 review tool is a structured self-assessment process designed to help businesses and event organisers review their potential exposure under the Act and reflect on their current arrangements in a clear and manageable way.
A Guided Self-Assessment
The review takes you through a focused questionnaire, enabling you to assess your own position against the core themes of the legislation.
It allows you to:
Consider whether you may meet the definition of a qualifying premises or event
Indicate whether you are likely to fall within the Standard Tier (200–799 people) or Enhanced Tier (800+ people) based on capacity
Reflect on key areas including:
- Written policies and procedures
- Terrorism risk assessment and response planning
- Monitoring arrangements
- Governance roles and staff training
The process is designed to be straightforward and accessible, even for organisations with limited prior knowledge of the legislation.
Identify Gaps and Plan Over Time
A key advantage of using a structured self-assessment process is that it enables organisations to identify potential gaps early and plan proportionate improvements and financial investment over time.
This can help you to:
- Gain early visibility of areas that may require attention
- Prioritise actions based on risk and practicality
- Phase investment or procedural changes in a proportionate way
- Align improvements with operational and budget cycles
This supports a measured and commercially realistic approach to preparedness.
Underpinned by Specialist Expertise
Although the review is a self-assessment process, it is underpinned by specialist counter-terrorism protective security expertise.
Team 9 are experienced practitioners in protective security, with operational experience supporting high-profile venues, events and organisations.
The structure of the review tool reflects:
- Practical understanding of venue and event security
- Awareness of governance and operational pressures
- Proportionate and commercially aware thinking
- A vendor-neutral, independent approach
Where additional expertise is required, Team 9 work only with trusted and verified associates who meet our professional standards.
